When a progress claim is opened, it takes a snapshot of the current situation and the claim will stay this way -
This allows work to continue in the background while the progress claim is completed
If you need to bring in new transactions, that have been added after the progress claim has been opened.
You can hit the "Refresh from budget" button inside the progress claim
